Landlord database (PRS Database) deadlines by region

Written by GenZAgents, reviewed 28 October 2026. Sources below.

Your deadline to register depends on the region the property is in. Properties in the West Midlands must be registered by 14 March 2027. The last region, the South West, has until 14 November 2027. Everyone can register from 15 December 2026, whatever their region.

Each deadline runs to midnight on the date shown. Source: the draft Private Rented Sector Database Regulations 2026 (legislation.gov.uk), laid before Parliament on 9 September 2026 and not yet approved. The House of Lords Secondary Legislation Scrutiny Committee drew them to the special attention of the House (13th report, 22 October 2026), and a Commons Delegated Legislation Committee and the Lords Grand Committee debated them on 28 October 2026; both Houses still have to approve them (Parliament record, checked 28 October 2026), as summarised by the NRLA and HCR Law; the same dates appear in the official guidance.

How the windows work

Each region's requirement starts on the 15th of a month. The deadline is three months later, on the 14th. The official guidance says that after the deadline, councils in that region can start enforcement.

Registration opens for all of England on 15 December 2026. You do not have to wait for your region's start date. Gov.uk says all landlords actively letting property will need to have registered by 14 November 2027 (gov.uk news, 9 September 2026).

Which region is my property in?

It goes by the property's address, not yours. The official guidance gives the example of a London resident with a Birmingham property, who must meet the West Midlands deadline. rentready finds the region from the property's postcode.

The service covers England only. Wales and Scotland are out of scope.

Properties in more than one region

Each property works to its own region's deadline. A landlord with a flat in the East Midlands and a house in the South West has two deadlines: 14 May 2027 and 14 November 2027.

You can register both at once, from 15 December 2026; the official guidance says you can register properties across several regions at the same time. Renewal is every 12 months from your first entry, and properties added later take the same renewal date (in the draft regulations, regulation 10, and reported by the NRLA; not yet in official guidance). Later properties pay pro rata for their first year (the official guidance says the fee is pro-rated during the rollout; how it works for later properties is reported by the NRLA).

Plan backwards from the deadline

A certificate that runs out before your deadline needs renewing first. Work out three dates for each property: the gas safety record (annual), the EICR (at least every five years, sooner if the report says so) and the EPC (ten-yearly). Compare each with your deadline.

Here is an example. A West Midlands property has a gas safety record issued on 1 February 2026. It expires on 1 February 2027, before the 14 March 2027 deadline. So the next gas check needs booking before 1 February 2027.

rentready does this for every property you add. It also gives you a calendar file (.ics) with the day your window opens, your deadline and every certificate expiry, each with reminders 60 and 14 days before.

North East: register by 14 September 2027

The requirement for the North East starts on 15 June 2027 and the deadline is 14 September 2027. The North East covers Newcastle upon Tyne, Sunderland, Middlesbrough, Durham, Gateshead and Darlington.

Councils in the North East and their licensing schemes

The North East has 12 local councils that act as the local housing authority (ONS, May 2026). The registration service asks whether each property needs an HMO, additional or selective licence, and for the licence numbers (draft Schedule 3, paragraph 10), so check your council first. Mandatory HMO licensing applies everywhere; these schemes are on top.

On 28 October 2026 we found 4 councils in the North East with selective licensing and 1 with additional HMO licensing, in force or designated to start.

County Durham

Middlesbrough

Newcastle upon Tyne

Northumberland

No selective or additional scheme found on the council's own website: Darlington, Hartlepool, North Tyneside, Redcar and Cleveland and South Tyneside. That is not a guarantee: a council can start a scheme at any time, so check before you let.

Not verified: we could not confirm the schemes for Gateshead, Middlesbrough, Stockton-on-Tees and Sunderland from the council's own website, so we list nothing for them here. Check with the council.

South West: register by 14 November 2027

The requirement for the South West starts on 15 August 2027 and the deadline is 14 November 2027. The South West covers Bristol, Plymouth, Exeter, Bath, Bournemouth, Swindon, Gloucester, Cheltenham and Truro.

Councils in the South West and their licensing schemes

The South West has 27 local councils that act as the local housing authority (ONS, May 2026). The registration service asks whether each property needs an HMO, additional or selective licence, and for the licence numbers (draft Schedule 3, paragraph 10), so check your council first. Mandatory HMO licensing applies everywhere; these schemes are on top.

On 28 October 2026 we found 1 council in the South West with selective licensing and 2 with additional HMO licensing, in force or designated to start.

Bristol

Gloucester

No selective or additional scheme found on the council's own website: Bath and North East Somerset, Bournemouth, Christchurch and Poole, Cheltenham, Cornwall, Cotswold, Dorset, East Devon, Exeter, Forest of Dean, Isles of Scilly, Mid Devon, North Devon, North Somerset, Plymouth, Somerset, South Gloucestershire, South Hams, Stroud, Swindon, Teignbridge, Tewkesbury, Torbay, Torridge, West Devon and Wiltshire. That is not a guarantee: a council can start a scheme at any time, so check before you let.
